Consider a VMWare virtual machine.  The player is free.  All you would 
need is someone to create the virtual machine for you.  My VMware machine 
for this purpose is running about 2.6Gb with a complete copy of XP Pro, 
and WDSC-I loaded.  With a little finesse a bootable CD could be built to 
run this. 

Also here is a place where if IBM could provide the RPG plug ins for 
Eclipse (only for licensed users) and run it on a CD with Knoppix Linux 
machine.  That would solve the whole issue.
