I don't think copying the files to the plug-in folder is a reliable method. I also tried that and it didn't work for me either. I have, however, successfully unzipped the files into the eclipse folder on more than one occasion and it works every time. Try removing any references to Quantum in the /eclipse/plug-ins folder and then unzipping the archive file into the eclipse folder. The extract process will place the proper folders into the /eclipse/plug-ins folder. Restart WDSc and it should show up under prospectives -> other.
