After you copy them in, all you should need to do is go to 'Window'-->'Open 
Perspective'-->'Other'

In the resulting list, the Quantum plugin should be there.

At least, it was for me.

I tried this also, but gave it another try just now.  Since I already had a
features and plug-in folders in the eclipse folder, I had to copy the
contents of them from the unzipped folder.  I restarted my system.  Still
nothing.  If I set up the eclipse folder as the new local site, it lets me
but shows no updates.  If I try to set up the plug-in or features folder as
the local site, it gives me an error message.  Would it matter if I had
Rational installed on my D: instead of C: drive?

I had some problems trying to install the Quantum plugin using a similar
method.

I ended up simply coping the extracted folders (plugins & features) into the
eclipse directory under \Program Files\IBM\Rational\SDP\6.0\


Works fine.

Now that I am trying out WDSc V6.x and I have to go back to an issue I
brought up a few weeks ago.  I am trying to install Quantum DB Version 3.  I
have followed the steps below that I found in the archive from Bruce
Guetzkow.  After I set up the new "local site" and I advance to the install
window, no updates are shown.  What am I missing?

For what it's worth, here is how I was able to install Quantum DB for WDSc
6.0...

- Created folder for all plugins:  \My Documents\plugins
- Created folder for this plugin:  \My Documents\plugins\quantum (You can
specify any folder names you like...this is just what I
created)

- Downloaded file from www.sourceforge.net
(com.quantum.feature_3.0.0.bin.dist.zip) to \My Documents\plugins
- Extracted contents of zip file to \My Documents\plugins\quantum folder
(results in two subfolders:  features and plugins
- In WDSc selected Help->Software Updates->Find and Install...
- Select "Search for new features to install"
- Add a "New Local Site" which points to the into which your zip file was
extracted (in my case:  \My Documents\plugins\quantum)
- Follow the instructions
