Sounds like your rep had a problem with the configurator. 

The Websphere Development Studio Client fact sheet (available at 
ftp://ftp.software.ibm.com/as400/products/ad/wdt400/v60/wdsc60fact.pdf) 
lists V5R1 as the minimum requirement.

Go to http://www-306.ibm.com/software/awdtools/wdt400/ and select the 
System requirements tab on the left.  There's a link to the Required PTFs for 
OS/400, V5R1 or higher which links to , as it implies, necessary PTFs including 
for V5R1, V5R2, 
and V5R3.

Andy's problem may be that he is not in the U.S.  The only announcement 
letters I've seen is 205-160 and 205-161 (not that there aren't any 
others).  205-160 and 205-161 specifically state "IBM United States 
Software Announcement 205-16x"; "July 12, 2005".

FWIW, when I asked our IBM rep to order V6 for me, the configurator
would not let her because our system is at V5R2 and V6 apparently
requires V5R3. 

I didn't see that listed on the fact sheet as a requirement, but when we
combined the V6 order with a V5R3 upgrade, the order went through ok.
