He is very much mistaken.  One not even have WAS running on an iSeries to 
order and use WDSc v6.0.  Now to run a web-faced program, you would have 
to have an application server up and running.  But as Charles noted, WDSc 
v6.0 can target different application servers and versions.

What Websphere Application Server requirements are there if any for 
running say a Webfacing project created using WDSCi v6.0?  I was told by 
the system administrator at where I work that he can't order WDSCi v6.0 
for my PC until he gets WAS 6.0 working on our iSeries.  Is he mistaken?
