Host PTF Missing

I have searched the archives, and can't find anything on this, so I 
apologize if it has been covered. 

I am trying to compile an RPGLE from WDSC 5.1.2.4 <http://5.1.2.4> (with all 
updates installed via Help->software updates->new updates). On the command 
log, I get the following error:

SBMJOB CMD(CRTBNDRPG PGM(CAROLLAT/TEST) SRCFILE(CAROLLAT/QRPGLESRC) 
SRCMBR(TEST) REPLACE(*YES) OPTION(*EVENTF) DBGVIEW(*SOURCE)) JOBD(*USRPRF)
Host PTF missing. The requested function is not available.

Where would I look to find out which PTFs are missing? I used the 
communication daemon to check PTFs, and it says all PTFs are there. Thanks 
in advance.
