I assume you see the plugin when in your Install/Update Perspective and that it shows Disabled? I seem to recall there was some UI somewhere right in the same info to enable it. Of course that would assume it is still actually on your disk. Usually, if you just delete the plugin and the feature then restart WDSC that is enough to remove all traces and let you reinstall. An exception might possibly be when you have disabled it. Deleting the .config folder in the .metadata folder of your workspace would fix that. Come to think of it, I would try that first anyway. That is where this info is stored. Usually if you delete it (rename would be better) then it just rebuilds the info based on the plugins it can find.
