iSeries Editing Perspective Disabled

I have a co-worker that has somehow disabled this perspective. We
cannot find a way to re-enable it. We have removed and reinstalled
WDSc but it thinks that the plugin is still there so it keeps it
disabled. We have tried updating the plugin but it sees that it is
still there but disabled so it will not download and re-install.

Bottom line question: how do you enable a disabled plugin?
