I don't think WDSC will help or hurt CGI development. It may not be the best tool to use since it's more suited to Java and JSP development. CGI is essentially non-dynamic forms - I don't think you need an environment like WDSC for that - Notepad or some HTML editor would work fine. CGI is a good tool. I wrote a CGI program that other day that was the right fit.
