That's normal WDSC behavior - you cannot open a member for browse in RSE that is already open for edit in RSE.

I did try some stuff with CODE. First, I opened a member for edit in RSE. Then I opened it for browse in CODE, and it worked. Then I opened the same member for edit in CODE, and that also worked - this last seems like a problem to me - the same member open for edit in 2 different applications. I also opened CODE independently (used codeedit in the Start->Run dialog) and was able to open this same member for edit here, too, without starting in WDSC.

But it's probably not as helpful to have CODE open for browse - although it's better than SEU, as you can have multiple members open.
