For sure this is an issue with RPG, but I don't recall seeing it with COBOL.
In RPG it happens when you specify an error indicator on a CALL but then
don't do anything with it.  The compiler assumes that you have decided to
handle any errors yourself and so will not bring up the usual green screen
of death.

I've only seen problems with COBOL when mixing a lot of OPM COBOL with ILE
COBOL.
