So Mark, you're saying that more than likely a simple CHGJOB command
will actually fix this situation.

I already use a signon program for my RSE jobs which sets the library
list.  If what you say is correct, there's probably a need for a little
skeleton program that people can customize to perform an initial logon
and set various job attributes, don't you think?
