Here are the main reason that connecting to the DDM server would fail:

1.  DDM server not started
2.  Firewall is blocking the socket connection.  Frequently the fiewalls
will let through the connections for the other host servers (remote
command, etc...) because they run on higher port numbers but blocks DDM
because it users a lower port number.
3.  Not authorized to use the DDM server, or the DDM server is locked down.

details>>> Message reported from file system: Operation timed out:connect.

THEN I DID A VERIFY CONNECTION AND IT REPORTED:
Connection to Record Access service failed.

ALL OTHER CONNECTIONS WERE SUCCESSFUL AND ALL PTF'S WERE OK.
DDM SERVERS ACTIVE AND LISTENING. (INCLUDING DRDA ON 446)
NO FIREWALL ISSUES

WE'RE AT CUME PACKAGE 11 ON OS V5R1. (12 IS THE LATEST)
