Those are the Toolbox ports I mentioned below. We have those open. I think that WDSC is using some additional ports beyond those. For example, it seems as though RSE may be using some ports as well. When we use WDSC through the VPN most everything works, but some things do not. I assume it is because the ports are blocked. For example, drag and drop a source member between two source files does not work via the VPN. I am assuming that is because it must be using some port we do not have open as it works fine on the LAN. I think a complete list should be in the documentation.
