Thanks, Phil!  This gets us part of the way there for sure.  This will
definitely allow multiple web applications within a single EAR to share JAR
files, which is a darned sight better than the alternative.

It still doesn't deal with the issue of having a truly external JAR file -
one that is on a different machine, say, accessed via a network share.  It
would be nice to flag external JAR files to be exported, either at the WAR
or EAR level.  It would also be nice to flag them as being added to the
classpath WITHOUT being exported, although I don't know if the EAR/WAR model
allows this.
