I guess that the golden rule is not to delete the type e.g. TN - Salesman, 
MOVR - Movement reason Code etc., but as far as the actual code within 
that type goes, you should be pretty safe.  Some of the codes do make use 
of the P/V, VAT and limit fields in ways that are not always obvious - see 
ORTP:

S/21 does come with a lot of tables already populated, such as CCCC - 
Customer Class, which most probable are not going to fit your business 
model.  These you can easily remove, as long as you replace them with 
something so you can set up your customers.

I would hesitate before deleting anything in the descriptions file.
Especially the standard ones that come with S/21

As Jim has said you have to be careful, these codes are an integral part
of System/21 from order entry to sales analysis.

If a program is written right, you might well see '????????'  or similar
if one is missing. Otherwise, it could incorrectly use the previous
description from an entirely different code that had been retrieved,
which means reports and enquiries could get very confusing.

As Neil has said re PGMJ, check INP35 if items are currently assigned to
this or have been in the past, removing it could mess with your
historical information and reports, sales analysis etc.

Treat deletion with care and caution.
