You might try changing the outq description. "Allow operator control". I believe the default is *YES. If you change this to *NO and the user DOES NOT have *JOBCTL or *SPLCTL in their user profile, they maybe able to print but not delete. You will have to play around with this and see what works for your situation. Maybe this will point you in the right direction.
