Ok, you're not crazy.  But I'm just a consultant.  I say a case can be made for 
this being a JIT approach to materials.  I have a client who does something 
similar.  From a system side I do vote for having the mod add a line to the 
existing PO, then bringing up the receipt screen for normal processing from 
that point on.  Just off the top of my head.
