Richard, We have used the stop sell flag in the item master to prevent new sales orders against an item but we have not yet addressed the planned obsolescence of an purchased part, other than simply changing the description. You might try changing the class or group fields or even the purchasing agent fields so that the reports could be sorted to make these items more obvious.
