Another thought,  a lot of times work files get populated and then "cleared" but
not really reorganized to get rid of deleted records.  And, there are sometimes
messes left behind when the software doesn't act perfectly.  (Check the size of
OEP55WA or B for example.)  Maybe taking care of this will solve your problem.
(It won't if you actually need more than 10000 active records in the work file.)

Of the VS work files  (VSPWA through VSPWC and WSPWE through WSPWJ), the
following files are set with a Size of 10000, an increment number of records of
1000, and a maximum increments of 3:  VSPWB, VSPWC, VSPWE, VSPWF.   The rest are
all set at *nomax.

What do yours look like???
