Vertex certainly has the ability to base taxable status on the basis of
both customer ship-to location (Geocode) and associated tax bodies and
the item.  Even JBA's standard US tax modules provide this
functionality.  Vertex allows tax 'exceptions' to be set up by tax body
and item or tax body and item category.   We modified the JBA/Vertex
interface to do this on a tax body / item category basis to reduce data
maintenance.  We sell products that are taxable in some tax bodies and
not in others.  This isn't something that should be handled manually in
order entry, but automatically using Vertex tax tables.  We are not live
yet on Vertex, but this appears to be working fine.
