All your experiences reminded me that I saw a comment once on some forum from a lawyer who got all fed up with spam calls. Some were repeated calls from one source, "Hello, I'm with company so-and-so", with different callers.
So one day he told the next one to tell his boss to take him off the list, and next time they called he would charge them for his time, and I charge so-and-so (like $100 an hour?).

Sure enough he gets a call in a couple of days. He quietly listens to the whole spiel, grunts a bit and ends the call, then immediately wrote up the bill.

Don't remember if they had to go to court, but the lawyer won and never got a spam call from them again.

I have seen a coworker stringing along unexpected callers. Not sure
what his record is, but it is hilarious to watch him work, feeding
bogus personal information (like impossible birthdates or punny names)
and pretending to be interested in whatever they're selling.

It didn't seem like they were all scammers. I think at least some were
making genuine offers, of the kind you'd find in your paper junk mail.
But it's unwelcome all the same, and unlike paper mail which you can
toss without bothering to even open, or at least read at your leisure,
a phone call is time-consuming and disruptive.
