I think you need to learn about what it is you're actually trying to do. CPYFRMSTMF has *nothing* to do with FTP. It can be used to copy a stream file from the IFS to a save file or a database file. If you want to understand the command go to a command line type CPYFRMSTMF and press F1 (Help).
That will get you started, but I think you need to clearly define your objectives. If there's a specific requirement as to the method used to meet that requirement, that needs to be stated--probably along with an explanation as to why the method is required. i.e., Data can be transferred using any of several methods--e.g., FTP, SFTP, CPYFRMSTMF, CPYFRMIMPF, etc., etc. Why you've asked about FTP and then talk about CPYFRMSTMF to me says you're grasping at straws. The mailing lists at Midrange.com are full of people who love to help people out. But without a better picture of what you're trying to do, nobody can really help.
You've mixed so many concepts (text members, source libraries (?) ,...). Sharing specific error messages, data (scrubbed of confidential data or at least having that masked), and goals will help. Give an example of the data (from the PC perspective) and the IBM i perspective then what you want to do with that data would go a long way to allowing us to help you.
