I know it seemed clear to you, and I apologise that I have to ask
questions instead of give answers.

There are two ways to think about this:
You have a file or structure with 4 bytes of data that you want to
interpret as a binary number. This is probably int(10) and you may
need the H-spec extbinint
You have a binary field that holds a maximum value of 9,999. This is
probably int(5) and you might want extbinint here as well.
