SQL is not really the best tool to parse content out of spooled files.

I strongly suggest that you create a table of the information you want
(program, library, file, field), and then write an RPG program to
process the spooled file by way of CPYSPLF. Once you have an actual
database table, you can use SQL to process it as you prefer.

As for DSPPGMREF, the same thing applies; direct the output of
DSPPGMREF to OUTPUT(*OUTFILE) and you can use SQL to work with that
file.

Once you have these two files, you can JOIN them any way you need with SQL.
