You can't convert O specs to free form directly, as there is no analog.
Based on your post, I think it would be best to convert that program
described file to an external data structure ... either defined as a PF
or a data structure in a copy member.
You could then use that structure to write to the temp file.
Alternatively, you could just pass the structure as a parameter to the
other program.
