What I did was create an internal DS and write using that.
dcl-ds scrnparms qualified;
a1 char(2) pos(2) inz('A1');
s1com# char(3) pos(5);
s1slot char(3) pos(2277);
dummy char(1) pos(2560);
end-ds;
write wk424r scrnparms;
The blunder I had was position of S1SLOT. I grabbed the ENDING position for the DS instead of the beginning.
Only wasted 4 hours on that today SMH.

You can't convert O specs to free form directly, as there is no analog.
Based on your post, I think it would be best to convert that program described file to an external data structure ... either defined as a PF or a data structure in a copy member.
You could then use that structure to write to the temp file.
Alternatively, you could just pass the structure as a parameter to the other program.
