You should be able to do that with a
FETCH RELATIVE :startPos from mycursor for 15 rows into :myArray

Where startPos is either
1
-30 (-31?)

But honestly, I'd do it as a load-all subfile, displaying a message if
there's more than 9999 rows that match the filters.
Much better fit for a scrollable table on a web page. And if your still
stuck on 5250, you've can add a scroll bar there too.

And if you refuse to do a load all, consider at least an extending
subfile.
That way all you need to worry about is the next page (page down).
