Subfile cursors with SQL

I remember attending a course awhile ago where the instructor was teaching
about [I think] loading a page-at-a-time subfile with scrollable cursors.
I cannot seem to find any handouts or notes about that.

What I am trying to do is load a small [maybe 15 lines] subfile and allow
the user to press PageDn or PageUp to get the next or prior 15 rows based
on where the cursor currently resides.

I want to keep this in SQL [as opposed to Native] because the user can
specify filtering, which is incorporated into the DECLARE CURSOR
statement.

Does anyone know of any examples or URLs that can point me in the right
direction?
