You can "add" the "<?xml version ..." tag using the scalar SQL function XMLSERIALIZE like this:

XMLSERIALIZE( xml-expr AS CLOB INCLUDING XMLDECLARATION )

But it does not "prettify" the XML expression - it simply returns one single result line of XML - and inserting line breaks into XML data is very unusual, because the XML processors (like DOM or SAX) don't need it.

I don't think you can do it with SQL, but there's surely no need for a complete rewrite. Why not simply process the generated XML to meet their needs? The format is known so the logic should be pretty simple. Just read the file, chuck out the appropriate bits and rewrite the file.
