My understanding is:
For each char in str(3rd parm)
pos=Scan char in parm1
If found Replace with parm2(pos)

I am not sure, but it is very likely that xlate will use a 256 byte array, use the input char as index and return the value from that position.
It should be very fast, no comparations.
