What speed do you get if you use (say) Filezilla to download the file from
the IBM i Brad?

I would agree here, except that I'm using a Power 8 (41A) with just one
user in this case. Should have much more "horsepower" than my PC.

Actually, my point is that the IBM i runs more-or-less the same
whether you have 1 user or (let's keep it real safe here) 10.
Compared to the PC, the IBM i at 1 user is dog slow. Then, at 10
users, the IBM i is running at basically the same speed as it did for
1 user, but the PC in all likelihood is struggling under the load.
The IBM i *does* have much more horsepower than your PC, but it
achieves it by generating prodigious torque limited to low revs, like
a freight train engine. The PC is more like a sports car.
Yep, I got that from your response. In fact, I almost replied with a
sports car vs tractor example.. :)
My concern is still that my line is 30mb down and I'm getting only about
8mb down using IBM i sockets. PC is pretty close to the 30mb.
