Unless I am mis-understanding it is not 100% Free.

Without the **FREE, you must start code at 8 and continue to a max of
position 80.

With **FREE you can start in column 1 and write code for the length of the
record.

We use 132 length records which means we can write code from column 1 to
column 120 using **FREE.

Without it, I can only write from column 8 to column 80.

Am I incorrect on this?

I was under the impression that it was necessary to begin fully-free RPG
with **free in column 1 of line 1. But fully-free sample code in file
QOAR/SAMPLE provided by IBM just begins on line 1 column 8. It compiles
fine. It appears that **free is not really necessary. How about that?
