No, I use V4R5. But as I already pointed out, I wasn't able to find a reference to *start / *end in the mentioned manual.

The IBM Knowledge Center enables you to access and download the latest versions of manuals. In the case of the RPG IV Reference (SC09-2508-11) there is also an introductory "What's New" section which outlines enhancements to the language at each Version/Release level, as far back as V3R6/V3R2.
