CPF4102 is file not found. If the file is in your library list, then the only thing I can think of is that some of the file stuff is case sensitive. Try changing these two lines to use uppercase:

OvrFile = 'LIB1/FL1' ;

Ovrmbr = 'SQ9' ;

The EXTFILE and EXTMBR values are indeed case-sensitive.
