What happens if you rename the link to "Shortcut to xxx"? It still
wouldn't take on the characteristics of a true Windows shortcut but could
it be usable with some user training?

Assuming the stream file exists on the native file system, and you want
the shortcut to also exist on the native file system, check out the ADDLNK
command. A symbolic link can be thought of as a shortcut (sort of).
