I don't think you example is correct. I think what you are wanting is:

dcl-ds *N;
  RA0094 Char(6) Dim(14);
  RA94 Char(84) Poa(1);
end-ds;

or
dcl-ds RA94;
  RA0094 Char(6) Dim(14);
end-ds

I would think the latter.
