Not allowed to do this. I understand all of what everyone has said. But this is like going to war with a M1A tank except they - the company - will not give you the Turbine fuel used to power the engine - turbine - that runs a M1A.
How do I put *NoDebugIo and *Yes inside the DEBUG statement
CTL-Opt Debug(*Yes:*NoDebugIo) does not work.

You didn't mention that you were still using SEU.
SEU was frozen at V6 and doesn't understand anything added to the language after that. It will not be enhanced.
It is long past time to move to RDi - or even one of the free/low cost editor alternatives. SEU is dead.
