CLOSE CURSOR performs an explicit close when it executes.
CLOSQLCSR(*ENDMOD) performs an implicit close when the module is exited.
Either one could leave files pseudo-closed.

What prompted you to look at open files?

i didn't - team is working on other problems
in endday and noticed this...

OK, what prompted the team to look at this? :-) Is there an error
message, is there incorrect output, is there a deadly embrace, is there
something that is broken that needs to be fixed, or is this perhaps a
curiosity question as a result of WRKJOB > Open files?

I'm still guessing they are seeing pseudo-closed files. To verify, try
ALCOBJ ... CONFLICT(*RQSRLS) and have them see if the 'open files' go
away. Pseudo-closed files are not a problem as much as a normal part of
the way Db2 is supposed to work.
