no - this is the only pgm in the entire jobstream that uses these files...
they are only referenced in the declare cursor statement...
could there be some actgrp situation going on from pgms upstream that have
called this pgm?

I'm guessing that you're seeing pseudo-closed files. Is there something
like a CPYF, SAVOBJ, or something else that's trying to get an implicit
*EXCL lock on one of the files in the SQL cursor? If so, have a look at
ALCOBJ ... CONFLICT(*RQSRLS)
