I tried this, but the compiler gives the same error.

Dcl-s variable varChar(255) ccsid(1208) ;
Dcl-c constant ';' ;

If %scan(constant :variable) > 0;
Endif;

I think in your code you just need to replace *utf8 with 1208.. then it should work.
