The only way they will stop responding is if there are no more available
jobs to process the requests. That could be caused by a number of
reasons. Best to find that reason and fix it.

Yes, it could be that all the CGI jobs are going into *MSGW status, but
that's not the only problem that could be occurring.


Lot's of "coulds" there. I'm sure we'll get more info instead of having
to try to guess.
