No, not required. But an empty PI can be specified if you like
being explicit that there are no parameters passed. ;-)
The workstation f-spec is just: Dcl-F HazShpF Workstn;

In both versions? Hmmm, strange. I know that I-spec variables
and D-spec variables can end up both pointing to the same storage -- as in
your first example. So, I thought maybe there were no I-specs in your
second example and that is why the variable didn't map to the display
variable.
But, otherwise, Jon Paris is correct that both variables shouldn't
map to the display variable in either case because the variables are
defined in a procedure -- which should make it local to that procedure,
only. So, very strange.
