So it's some part of HS0175R that occurs prior to *INZSR and any
debuggable statements, and not QCMDEXC. Thanks for the insight.

Either way, the required solution is to set the library list correctly
before calling HS0175R, which requires another program.

Not the only solution. Bind the service program as *DEFER (the
default being *IMMED) and the operating system won't look for until it is
actually called.
