Okay, I just wanted to sum up where I'm at and to say "thank you" for everyone who responded to my post.
It looks like I have an answer to my problem. I've found that if I change the character set ID of the file I've downloading from ADP to 1208 and run my program with the modification to the CSV utility that Scott recommended it now works. Thank you Carel and Scott!
I will look into changing the system value on my system to 37 as suggested by Buck.
Lastly, my apologies for the confusion regarding the definition of BOM. Jon Paris had told me in an email that it meant Byte Order Marks, but I guess somehow I typed "over" instead of "order". My bad.
