Obviously your question was not directed at me, and it's a fair
question, but there is at least one obvious and well-justified
possibility that comes to my mind immediately, especially for the
Java/C programmer:

The shop may specifically want someone with the other skill, but who
can also do RPG. A good programmer in whatever language will be able
to pick up RPG fairly easily.

My first job out of college (and the whole reason I wound up on the
midrange platform at all) was at a 100% RPG/CL shop, but they
specifically recruited anyone who was good at math or had any
programming background.
