I'm not getting why you have a host variable with : in the ORDER BY
clause. What is the name of the column that is of data type timestamp?

A single host variable in an ORDER BY, like you've specified, will not
affect the sorted order. This is because the same host variable value is
being applied to all rows of the SET. It is the conceptual equivalent of
ORDER BY constant.

I'd need to see the rest of your SQL to see why you have a row filter
problem.
