At a first glance it is great that we do not need to prototype local
procedures any longer. But for exported procedures it was better if
the compiler would require a prototype. Otherwise we lose the
benefit of validated procedures interfaces.
In my experience, although prototypes are no longer required for
internal procedures, the compiler still requires a prototype for external
stored procedures or it gives a compile-time error that the procedure is
undefined.
