I'd add a couple of observations.
This is an editing process so yes, there is a person in the mix, and so
processing speed is not an issue, within reasonable limits.
We already have the user-lock issue handled when we use UPDDTA, DFU, and
other utility generic programs, so it must be a reasonably do-able thing.
Which, now that I think about it, leads to another question: How come
UPDDTA does not have an un-do function?
