Although the syntax is "not quite" SQL, the idea of using CONCAT is not
that off the mark. In some languages the '|' character does not map as the
SQL concatenation operator. If you are thinking of using your statement
outside of the US you could write it as:

set fielda =concat(substr(fielda, 1, 99), '*')
